List Specs

/api/v2/specs/

List PCR specs that can be attached to a PCC.

Always restricted to spec_type=pcr specs that have at least one published SpecVersion — the only specs a PCC can actually link to. Other spec types (ISO standards, PCF templates, tool specs) and PCRs without a published revision are never returned here.

Non-staff users additionally have PCC-linked specs filtered to workspaces they have access to.
