Create Workspace

POST /api/v2/workspaces/

Create a new workspace owned by an organization with the workspace-create capability.

Authorization (SMA-2177): workspace creation is an admin action.

Staff / superusers create on behalf of any organization and must supply primary_org_id explicitly (the org that will own the workspace). They retain access regardless.
Everyone else does not choose the owner. The workspace is always owned by the creator's own organization, resolved server-side from their reporting org (falling back to their first org that admins-with- can_create_workspaces). Any client-supplied primary_org_id is ignored — a non-staff user cannot set another org as the primary owner. Outside production this requires an org-admin role on a qualifying org; in production only staff/superusers can create at all.
