Get Epd Cover Html

GET 
/api/v2/epds/:epd_id/cover/

Render the EPD's cover page as standalone HTML (no full PDF).

Backs the "Preview PDF Cover Page" button with the same Jinja2 cover.html used inside the real PDF, so the preview can never disagree with what ships. Returns 400 for an EPD on the paginated print-document pipeline — that pipeline's cover is page one of the React-rendered document, not this Jinja template, so there is nothing for this endpoint to return for it.
