List Reference Epd Template Versions

/api/v2/epds/:epd_id/template/versions/

List a reference EPD's own constraint versions, newest first.

Every version it has submitted: in_review, draft (a flagged round or an open revision), approved (what its variants answer to) and superseded. Empty for a never-submitted draft, which edits the project's shared working template instead.
