Start Reference Revision

Start a revision of an approved reference EPD's constraints ("Start revision").

For an APPROVED, unpublished reference EPD: its approved constraint version is copied into the next version as a draft, and the EPD goes back to draft so its constraints (and document) can be changed and submitted for a new review round — which goes to the verifier who approved it. The approved version stays in force for the reference's variants until the revision is approved; no new variants can be created, and none auto-approve, until then.

409 epd_not_approved for any other status — for a PUBLISHED reference with details[0].message = start_republishing: changing a published reference's constraints requires republishing it, which V2 does not support yet (SMA-2180). 409 revision_already_open when a revision is already open. Requires write access to the EPD's workspace.
