Save Reference Epd Template

Update the constraints and external input fields of a reference EPD's current version.

Accepted only while that version is editable: a never-submitted draft editing the project's working template (the edit reaches every draft reference sharing it), a flagged reference fixing its own version, or an open revision's draft. Otherwise 409 template_locked with details[0].message naming the way forward: in_review (frozen until the verifier decides), start_revision (approved) or start_republishing (published — not yet supported in V2).

base_updated_at (the updated_at of the copy the client loaded) makes the save conditional: if the version was saved since — the working template is shared by every draft reference in the project — 409 template_conflict, details[0].message = its current updated_at.
