Test Reference Epd Template Constraints

Dry-run a reference EPD's template constraints against sample inputs.

Useful when configuring constraints before submitting a reference EPD: feed in a candidate epd_field_values / external_payload pair and see which constraints would pass or fail.

With include_report: true the response also carries a rulings entry for every constraint — passes and gate-skips included — so a caller can tell "this passed" from "this didn't apply". Read-only either way.
