Submit Epd

Submit a draft EPD for verification.

A reference EPD whose template enforces its constraints is checked against its own reference_inputs: a missing value an applicable constraint needs returns reference_inputs_missing; failing error-severity constraints return constraint_failures unless acknowledge_constraint_failures=true, which submits anyway and records the acknowledgement for the verifier.

A variant EPD whose model (EPD tool + version, PCR spec version, template) drifted from its reference's locked model is flagged on the EPD's model_lock; where the variant_model_lock_block flag is on, it returns model_lock_drift instead.
