Get Epd Public View Endpoint

GET
/api/v2/public/epds/:epd_id/view/

Public digital view of a published EPD.

Unauthenticated by design — this is the EPD-library page the printed cover's QR code points at. Only published EPDs resolve; drafts and in-review EPDs 404 exactly like unknown ids (no existence leak). Rate limited per client IP.
