Get Reference Epd Template

Get a reference EPD's current constraint version (its template).

Reference EPDs (epd_type="reference") own the constraints their variants are validated against — input constraints, external input fields, and the enforcement flag. While a reference is a never-submitted draft this is the project's shared WORKING template (reference_epd_id is null; shared_draft_count says how many drafts share it). Its first submission freezes its own version (version 1, 2, …), which is what this returns from then on.

editable / locked_reason / locked_message say whether PUT would be accepted now. approved is the version the reference's variants answer to — it differs from this one while a revision is open.

Standard EPDs and variants do not have a template of their own — this endpoint returns 400 for them.
