List every publicly listed EPD across both SmartEPD platforms.

Unauthenticated by design. One newest-first list (by date of issue) of the published, unexpired EPDs from the current platform (v2) and the classic platform (v1) — the same EPDs each platform's public library page shows. Each row carries its platform, a public url, and a detail_url for the full record. Cursor-paginated; see unavailable_platforms for pages served while one platform could not be read. Rate limited per client IP.
